Expands the Communications, Outreach, and Advocacy Program within the Department of Veterans and Military Families to include active duty service members and their families, not just veterans

Requires the Program to help service members and their dependents access tax benefits, health care benefits, disability benefits, pension benefits, and education/training benefits

Adds new statutory definitions for "active duty," "active service member," "service member," "military family," and "uniformed services" using federal definitions from U.S. Code

Requires the Secretary of Veterans and Military Families to include a general assessment of communication methods used by the Program in the annual report to the Governor and General Assembly

Takes effect October 1, 2025; approved by Governor Wes Moore on May 6, 2025
