Removes the requirement for a licensed health care practitioner's statement to change sex designation on a Maryland birth certificate; individuals can now request the change through a written request under penalty of perjury

Allows three sex designation options on new birth certificates: Female, Male, or Unspecified/Another (displayed as "X" on the certificate)

Updates driver's licenses, identification cards, and moped operator's permits to use "another" instead of "other" as the third sex designation option

Requires new birth certificates issued for sex designation changes to not be marked "amended" and not show that any change was made

Creates a process for issuing new birth certificates when a court has ordered a parent's name change, with the new certificate reflecting the parent's current legal name; effective October 1, 2025
