Prohibits obscuring or modifying vehicle registration plates in any manner that may prevent identification, removing the previous requirement to prove intent to avoid identification

Establishes the registration plate violation as a secondary offense only, meaning police can enforce it only when a driver is already detained for a suspected violation of another law

Bans the sale of registration plate covers designed to obscure, block, or distort plate characters, including covers that interfere with traffic camera systems

Makes it an unfair, abusive, or deceptive trade practice to falsely advertise that unlawful registration plate covers are legal in Maryland, subject to penalties under both transportation and commercial law

Takes effect October 1, 2025
