Requires health insurers, nonprofit health service plans, and health maintenance organizations to provide coverage for one annual behavioral health wellness visit, defined as a clinical assessment to determine if a patient meets criteria for a psychiatric or substance use disorder

Mandates coverage regardless of whether the assessment results in a behavioral health diagnosis

Requires reimbursement for these wellness visits at the same rate as assessments that result in a behavioral health diagnosis

Applies to the Maryland Medical Assistance Program (Medicaid) and managed care organizations beginning July 1, 2026

Takes effect January 1, 2026 for all policies, contracts, and health benefit plans issued, delivered, or renewed in the State
