Authorizes the Maryland Agricultural and Resource-Based Industry Development Corporation to provide loans up to $25,000 per seasonal full-time job created or retained, matching the existing rate for full-time jobs (previously seasonal jobs were capped at $10,000)

Reduces the required licensing period for seafood dealer eligibility from 5 years to 3 years

Defines "seasonal full-time job" as a position requiring minimum 420 hours during 12 weeks of a 3-month period

Loans up to $250,000 support eligible seafood processing projects, including historic oyster shucking facilities, that increase oyster shell retention and return to Chesapeake Bay
