Establishes a Nonprofit Organizations Navigator position within the Maryland Department of Commerce to provide technical assistance to nonprofits seeking state grants, help resolve procedural delays, and share information about federal, state, and local grant opportunities

Navigator position must be filled by July 1, 2025, and the navigator will serve as a nonvoting member of the Maryland Efficient Grant Application Council

Limits navigator services to nonprofits where no single salaried employee receives total annual compensation exceeding $250,000

Requires the Department of Commerce to report by January 1, 2027 on the number of nonprofits assisted, grant applications submitted, funds awarded, and implementation recommendations for fiscal year 2026

Enacted as an emergency measure effective upon enactment (approved May 6, 2025) with a sunset date of June 30, 2027
