Maryland Medicaid would provide supportive housing and health services beginning July 1, 2026, to recipients experiencing homelessness or chronic homelessness who have chronic health conditions, mental illness, substance use disorders, or disabilities

Services include community transition cost assistance, home accessibility modifications, housing and tenancy supports, and wraparound services such as case management, health care, behavioral support, and employment services

Creates a certification requirement for supportive housing and health services professionals, mandating at least 35 hours of initial training and 6 hours of continuing education every 2 years

Maryland Department of Health must apply for a federal CMS waiver by October 1, 2025, and establish a stakeholder advisory committee including representatives from supportive housing organizations and homeless services providers

The program is contingent on federal waiver approval and state budget limitations; if the waiver is denied, the program provisions become null and void
