Beginning January 1, 2026, each branch of Maryland county library systems and the Enoch Pratt Free Library must place an automated external defibrillator (AED) in a prominent area accessible to employees and library users and maintain its functionality

School libraries, mobile library units, and correctional facility libraries are excluded from the AED requirement

Libraries and individuals who comply with the requirements receive civil liability immunity for acts or omissions related to AED provision, including immunity for failing to render defibrillation to a cardiac arrest victim

Libraries subject to this law must comply with Maryland's existing Public Access Automated External Defibrillator Program under § 13-517 of the Education Article

Maryland Institute for Emergency Medical Services Systems must report to the legislature by December 1, 2026, on which libraries registered AEDs and the number of adverse cardiac events requiring AED use at those libraries
