Electric companies must submit annual reports to the Public Service Commission by February 1 detailing all recorded votes cast at regional transmission organization (RTO) meetings during the preceding calendar year

Reports must include votes cast by the electric company and any State affiliates, including votes in committees, user groups, and task forces where votes are tabulated

Municipal electric utilities are exempt from the reporting requirement

Affiliate votes must be reported when the electric company itself does not vote on a matter

Effective October 1, 2025; approved by Governor Wes Moore on May 13, 2025
