Decriminalizes the use, possession, sale, and manufacture of drug paraphernalia intended for personal drug administration (injecting, ingesting, inhaling controlled substances), while maintaining prohibitions on paraphernalia used for manufacturing or distributing drugs

Removes hypodermic syringes, needles, and objects adapted for injection from the definition of "controlled paraphernalia" under Maryland Criminal Law

Reduces penalties for subsequent drug paraphernalia violations from up to 2 years imprisonment and $2,000 fine to up to 1 year imprisonment and $1,000 fine

Reduces penalties for possession or distribution of controlled paraphernalia with intent to manufacture/distribute drugs from up to 4 years imprisonment and $25,000 fine to up to 1 year imprisonment and $1,000 fine
