Courts may impose sentences below mandatory minimums when sentencing minors convicted as adults and are prohibited from imposing life without parole

Courts may transfer a minor to juvenile court for sentencing if clear and convincing evidence shows the victim had previously committed a sex crime or human trafficking offense against the minor within 3 months before the minor's offense

Juvenile court must make a juvenile disposition when a minor is transferred under these provisions

Amends Section 6-235 of the Maryland Criminal Procedure Article
