Authorizes riding bicycles, play vehicles, and unicycles on sidewalks and sidewalk areas unless prohibited by local ordinance, changing the current law from "where allowed" to "unless prohibited"

Requires cyclists and riders of play vehicles or unicycles on sidewalks or in crosswalks to yield the right-of-way to pedestrians and persons using electric personal assistive mobility devices

Excludes mopeds from the definition of "bicycle" for sidewalk riding purposes

Maintains requirement that bicycle, play vehicle, and unicycle operators follow all traffic control signals at intersections

Takes effect October 1, 2025
