Requires the Department of Public Safety and Correctional Services and the Judiciary to automatically expunge all eligible cases by July 1, 2027, where charges qualify under § 10-105 (after 3 years) or § 10-110 for misdemeanors (after 7 years)

Excludes from automatic expungement misdemeanor charges marked as domestically related crimes or second-degree assault

Establishes ongoing monthly review process beginning August 1, 2027, where the Judiciary identifies newly eligible cases and notifies the Department, with expungement required within 30 days

Defines expungement as removing references from the Central Repository and removing electronic court records from public view, without requiring physical destruction or redaction of documents

Takes effect October 1, 2025
