Authorizes towing companies to notify vehicle owners electronically through the Motor Vehicle Administration (MVA) using the owner's email address on file, instead of only by certified mail

Requires towing companies to send certified mail notice if the owner does not respond within 7 days of the electronic notice sent by the MVA

Permits police departments to use the same electronic notification process through the MVA when notifying owners of abandoned vehicles taken into custody

Directs the MVA to adopt regulations establishing the electronic notification system for both parking lot tows and abandoned vehicle notices

Takes effect October 1, 2025
