Establishes the Soccer Opportunities Program within the State Department of Education to increase soccer participation among minority students in their communities

Youth soccer nonprofit organizations recognized by the U.S. Soccer Federation as members of the Maryland State Youth Soccer Association may apply for grants if their programs have at least 50% minority players or 50% players who qualify for free lunch under the National School Lunch Program

Grants cannot exceed 50% of the program's total annual cost, and grantees must provide matching funds from federal, county, municipal, or private sources

Governor must include at least $100,000 in the annual budget for fiscal years 2027, 2028, and 2029 for the program

Effective date: July 1, 2025
