Removes limitations on which prospective employees and volunteers of Carroll County may be subject to criminal history records checks by the Department of Human Resources

Previously, background checks were restricted to positions involving inspections, permit/license decisions, work in County Commissioners/sheriff/State's Attorney/circuit court/county attorney offices, handling money, or supervising minors

Allows Carroll County to request State and national criminal history records checks for any prospective employee or volunteer, regardless of position type

Amends Section 10-232(b) of the Criminal Procedure Article of the Annotated Code of Maryland

Effective October 1, 2025; approved by Governor Wes Moore on April 22, 2025
