State Highway Administration may decrease maximum speed limits by 5 mph on urban State highways without conducting an engineering and traffic investigation

Applies to highways in business districts (currently 30 mph limit) and divided/undivided highways in residential districts (currently 30-35 mph limits)

Urban highways are defined as State highways with curb and gutter construction, located near public facilities with pedestrian traffic, within U.S. Census urban boundaries, or within municipal corporation boundaries

Altered speed limits become effective when posted on appropriate signs
