Establishes automatic 0% funding increase triggers when December General Fund revenue estimates fall more than 3.75% below March estimates, or when federal funds are reduced by at least 3.75%, applicable to FY2027-2029

Creates the Academic Excellence Program and Fund to provide instructional coaches and professional development to low-performing schools, with initial focus on early literacy for elementary educators in FY2026-2027

Delays the phase-in of collaborative time requirements by 4 years (from FY2026 to FY2030) and creates a Collaborative Time Innovation Demonstration Grant for FY2026-2029 to pilot teacher collaboration models

Enters Maryland into the Interstate Teacher Mobility Compact allowing teachers with unencumbered licenses from member states to receive equivalent licenses in Maryland, and establishes the Maryland Teacher Relocation Incentive Grant providing up to $2,000 for out-of-state teachers relocating to teach in high-poverty schools
