Requires the Department of Housing and Community Development and Department of Planning to annually calculate regional housing infrastructure gaps for six designated Maryland regions, targeting a jobs-to-housing ratio of 1.5 or less

Apportions regional housing gaps to individual counties and municipalities based on their share of regional jobs, creating "local housing infrastructure gaps" for each jurisdiction

Provides incentives for transit-oriented and affordable housing development: jurisdictions can subtract 1.5 units from their housing gap for every 1 unit built within three-quarters of a mile of a rail station or for every 1 affordable housing unit built (capped at 1.5x credit per unit)

Prohibits local jurisdictions with housing gaps greater than zero from denying housing development projects unless they can demonstrate by clear and convincing evidence a justification that outweighs housing needs, such as public health/safety impacts, inadequate water/sewer infrastructure, location on protected land, or overcrowded schools exceeding 100% capacity

Allows housing developers to sue in circuit court if their application is improperly denied, with courts empowered to order approval within 90 days; effective date January 1, 2026
