Establishes the Maryland Office of Registered Apprenticeship Development within the Division of Workforce Development and Adult Learning to scale registered apprenticeships across industries and occupations statewide

Creates the Maryland Apprenticeship Pay Per Apprentice Program to provide incentives to employers and sponsors who hire newly registered apprentices, with a special nonlapsing fund that the Governor may appropriate to for fiscal years 2027-2030

Establishes a Registered Apprenticeship Qualified Intermediary Program to increase awareness of apprenticeships, connect employers and labor organizations with workforce partners, and provide technical assistance to launch programs in nontraditional sectors

Creates a 7-member Registered Apprenticeship Development Advisory Board (including legislative members, AFL-CIO representatives, and employer representatives) to advise on strategy and evaluate the Office annually beginning December 2025

Repeals the Youth Apprenticeship Advisory Committee and updates Maryland Apprenticeship and Training Council duties to require minimum 1:1 journeyworker-to-apprentice ratios, with provisions applying retroactively to programs approved on or after January 1, 2023
