Establishes the Office of Disability Employment Advancement and Policy within the Maryland Department of Disabilities, with potential annual appropriation of $250,000 beginning in fiscal year 2027

Creates the Maryland as a Model Employer Initiative beginning July 1, 2026, to improve hiring, recruitment, retention, and career advancement of people with disabilities in state government

Requires the Office to develop strategies for the State Disabilities Plan, collect employment data from state agencies, and provide training on best practices and relevant federal and state disability employment laws

Mandates state agencies submit performance goals related to hiring and retention of employees with disabilities as part of required planning documents

Requires annual reports to the Governor and General Assembly beginning December 1, 2026, on the Initiative's progress, outcomes, and recommendations for improving state employment practices for people with disabilities
