Changes the baseline date for calculating minimum reimbursement rates to nonparticipating health care providers from "January 1 of the previous calendar year" to a fixed date of January 31, 2019

Requires the 2019 baseline rate to be inflated annually by the change in the Medicare Economic Index from 2019 to the current year

Applies to evaluation and management services (minimum 125% of average contracted rate) and non-evaluation/management services (minimum 125% of average contracted rate)

Effective date: October 1, 2025
