Prohibits vehicle manufacturers from selling parts directly to retail customers and from requiring dealers to use third-party manufacturers for repairs on parts the manufacturer installed

Expands dealer compensation requirements for warranty/recall work to include miscellaneous fees (shop supplies, transport costs, third-party vendor costs) and administrative time (vehicle inspection, contacting manufacturer, unsuccessful directed repairs)

Requires manufacturers to request return of replaced warranty parts within 30 days or dealers may dispose of them; manufacturers must pay dealers' costs for returning parts if requested

Allows dealers whose franchise has ended to complete in-progress warranty/recall repairs and begin new repairs on vehicles they previously sold to retail customers, with compensation at pre-termination franchise terms

Removes exception allowing manufacturers to use special part numbers for "specific, limited repair situations" and prohibits pricing structures that charge different rates for parts based on their use
