State Retirement Agency must convene a workgroup to study requirements and processes for transferring member service credit between State and local retirement and pension systems

Workgroup membership includes representatives from the State Retirement Agency, five county/city retirement systems (Baltimore City, Baltimore County, Howard County, Anne Arundel County, and Frederick County), AFSCME, and Department of Legislative Services

Workgroup tasks include reviewing federal and State requirements for service credit transfers, identifying statutory inconsistencies and ambiguous provisions in Title 37 of the State Personnel and Pensions Article, and recommending legislative changes

Report with findings and recommendations due to the Governor and General Assembly by December 1, 2025

Act takes effect June 1, 2025 and automatically sunsets on June 30, 2026
