Expands existing implicit bias training requirements for health care license renewals to include structural racism training, with the new combined training requirement applying to first renewals after April 1, 2026

Defines "structural racism" as the totality of ways societies foster racial discrimination through mutually reinforcing systems of housing, education, employment, earnings, benefits, credit, media, health care, and criminal justice

Authorizes health occupations boards to adopt regulations allowing applicants to receive continuing education credits for completing the implicit bias and structural racism training program

Expands approved training program accreditation to include the Accreditation Council for Pharmacy Education, in addition to the existing Accreditation Council for Continuing Medical Education

Intends for the structural racism training to be developed using grant funding from the American Nurses Association provided to the Maryland Nurses Association for antiracism efforts
