Renames the Maryland Water Quality Revolving Loan Fund to the Maryland Water Quality Improvement Revolving Loan Fund and expands its purpose to explicitly include preserving, maintaining, and improving state water resources

Expands eligible projects to include decentralized wastewater systems, stormwater management infrastructure, floodwaters, floodplains, streams, tributaries, wetlands, and technical assistance for these project types

Requires the Maryland Water Infrastructure Financing Administration to include overburdened communities (census tracts exceeding the 75th percentile in 3+ of 21 environmental health indicators) and green/blue infrastructure in intended use plans

Mandates a scoring system that prioritizes funding for underserved communities (25%+ low-income, 50%+ nonwhite, or 15%+ limited English proficiency) facing economic distress, high environmental burdens, or insufficient infrastructure

Requires reconsideration of previously denied applications that aligned with state climate change, flood mitigation, and water quality goals or involved overburdened communities
