Expands the definition of "fantasy competition" to include single-participant contests where a player competes against a statistical measurement set by the operator, in addition to traditional player-versus-player formats

Requires the State Lottery and Gaming Control Commission to establish a voluntary exclusion program allowing individuals to self-exclude from fantasy competitions for a specified period

Prohibits fantasy competition operators from allowing individuals on the voluntary exclusion list to create accounts or participate, and bars payment of any prizes or awards to excluded individuals

Mandates that forfeited prizes from self-excluded individuals be transferred quarterly to the Problem Gambling Fund, and authorizes sanctions against operators who knowingly fail to enforce exclusions

Clarifies that compliant fantasy competitions do not constitute betting, wagering, or gambling, and explicitly excludes them from the definition of "sports wagering" under Maryland law, effective October 1, 2025
