Renames the existing 3-hour "alcohol and drug education program" to the "3-Hour Roadway Safety Driving Education Program" and expands its scope beyond substance-related content

Requires the expanded program to cover new topics including understanding signs, signals, and pavement markings; dangerous driving behaviors; work zone safety; and the Maryland driving record and points systems

Retains existing alcohol and drug education components including impaired driving hazards, criminal penalties, and medical/biological/psychological effects of substance consumption on driving

Applies to first-time driver's license applicants who were licensed in another state or country but never held a Maryland license, as a prerequisite before obtaining their license

Takes effect October 1, 2025
