Expands Maryland's definition of "honorable discharge" for state veterans benefits to include less-than-honorable discharges based on incidents related to a diagnosis of PTSD or traumatic brain injury made by a VA-licensed healthcare provider

Extends the same eligibility to veterans whose discharge was based on an experience of military sexual trauma disclosed to a VA healthcare provider

Adds eligibility for veterans whom the Department of Veterans and Military Families determines qualify under federal criteria established in 38 C.F.R. § 3.12

Requires veterans seeking benefits under these provisions to submit documentation of their discharge basis to the Secretary of Veterans and Military Families

Takes effect October 1, 2025
