Increases Baltimore City's share of highway user revenue capital grants from 9.5% to 12.2% of funds credited to the Gasoline and Motor Vehicle Revenue Account, beginning in fiscal year 2028

Counties will continue to receive 3.7% and municipalities will continue to receive 2.4% of the same account funds

Capital grants are contingent on all debt service requirements and departmental operating expenses being funded first, with sufficient funds available for the capital program

Effective date is July 1, 2025
