Removes the June 30, 2026 sunset date for the State-Based Young Adult Health Insurance Subsidies Pilot Program, making it permanent and renaming it by dropping "Pilot" from the title

Changes the Maryland Health Benefit Exchange's authority from mandatory ("shall") to permissive ("may") in establishing and implementing the program

Prohibits the Exchange from implementing the program in calendar years when funds from the insurance assessment under § 6-102.1 are not available

Maintains program eligibility criteria targeting young adults ages 18-40 with incomes between 133% and 400% of the federal poverty level for individual market health insurance subsidies

Removes the $20,000,000 annual funding cap that applied to calendar years 2024 and 2025, allowing the Exchange to designate funds from the Fund for subsidies beginning in calendar year 2026
