Expands jurisdiction of Hagerstown Community College police officers to exercise peace and police officer powers anywhere within Washington County under specified circumstances, rather than only on college-owned or controlled property

Officers may act off-campus when engaged in fresh pursuit of a suspected offender, when facilitating traffic flow to and from college property, or when ordered by the Governor

Clarifies that the expanded authority does not supersede the jurisdiction of the Washington County Sheriff's Office or any other law enforcement agency

Preserves existing authority of the college police force under § 5-802 of the Criminal Law Article
