Expands the definition of "person" for annexation purposes to include redevelopment authorities in charter counties that are created by statute, own property receiving state capital funds for redevelopment, and have contracted with a for-profit entity after competitive solicitation

Allows qualifying redevelopment authorities to sign petitions for municipal annexation and vote in annexation referendums when fewer than 20 residents in the annexation area are eligible to participate

Amends Section 4-413 of the Local Government Article of the Annotated Code of Maryland

Designated as an emergency bill requiring three-fifths approval from both houses of the General Assembly, taking effect immediately upon enactment
