Establishes a $60,000 minimum salary for all public school employees beginning July 1, 2026

Provides a $10,000 salary increase for qualified educators who earn National Board Certification (NBC) or an alternative high-quality educator credential, effective July 1, 2025

Provides a $7,000 salary increase for qualified educators assigned to low-performing schools as identified by the county board

Qualified educators eligible for multiple salary increases receive all applicable increases, and those receiving the low-performing school increase retain it even if the school's status improves

"Qualified educator" is defined as a public school employee providing direct instruction or services to students, excluding teachers covered under separate salary provisions in § 6-1001
