Replaces the "extern license" with a new "temporary license" valid for 6 months (renewable up to 12 months total) for chiropractic graduates who have not yet completed full licensure requirements, requiring practice under direct supervision of a Board-approved chiropractor

Authorizes the Board to conduct unannounced inspections of chiropractor offices following complaints about CDC infection control guideline violations, and adds failure to comply with CDC standard precautions as grounds for disciplinary action

Eliminates the bachelor's degree requirement for license applicants and removes Board approval of chiropractic schools, instead requiring graduation from programs accredited by the Council on Chiropractic Education or equivalent recognized accrediting bodies

Requires the Board to order mental or physical examinations of applicants or licensees when there is objective evidence they may cause harm to patients, with refusal to submit serving as prima facie evidence of inability to practice competently

Increases the number of chiropractor signatures required for Board member nomination from 15 to 20, reduces the Maryland Chiropractic Association nominee list from five times to three times the number of vacancies, and adds CPR certification to license reactivation requirements
