Expands speed monitoring system (speed camera) authorization from only Anne Arundel, Montgomery, and Prince George's Counties to all Maryland jurisdictions statewide for residential district highways with posted speed limits of 35 mph or less

Speed monitoring systems capture images of vehicles traveling at least 12 mph above the posted speed limit

Requires all speed limit signs on highways in residential districts with speed cameras to include signs indicating that a speed monitoring system is in use, in accordance with State Highway Administration specifications

Local jurisdictions must still authorize speed camera use through local law enacted after public notice and hearing before implementation
