Removes the 1-year time limitation for availability of specially designed vintage reproduction registration plates that resemble Maryland's 1910 black-on-yellow plates

Establishes fixed fees of $100 for initial issuance and $25 for renewal of these plates, replacing the previous variable fee structure set by the Motor Vehicle Administration

Eligible vehicles include Class A (passenger), Class E (truck with 1 ton or less capacity), Class L (historic), Class M (multipurpose), and Class N (street rod) vehicles

Fee revenue goes toward recovering MVA administrative costs and is credited to the Gasoline and Motor Vehicle Revenue Account

Takes effect October 1, 2025; approved by Governor Wes Moore on May 13, 2025
