Governor's Office of Small, Minority, and Women Business Affairs must contract with an independent consultant to study minority participation in Maryland's alcoholic beverages distribution and retail sectors

Study must analyze current and historical participation rates by racial and ethnic demographics for distributors, retailers, brand owners, distillers, importers, manufacturers, producers, and winemakers

All State and local alcoholic beverages license holders must cooperate and provide requested information within 75 days, including brand lists, supplier relationships, and revenue percentages by brand owner

Information collected is confidential and may only be disclosed publicly in anonymized or aggregated format

Report with recommendations on identifying and eliminating barriers to minority participation due to the Governor and General Assembly by December 1, 2026; Act takes effect June 1, 2025 and sunsets June 30, 2027
