Creates new Section 11-208.2 establishing enhanced felony penalties for possessing or distributing 100 or more images of child pornography, punishable by up to 10 years imprisonment

Establishes enhanced felony penalties (up to 10 years) for child pornography offenses involving victims under age 13

Defines image counting methodology: each photograph or still image counts as one image, while each video counts as 20 images

Sentences under the new provisions may run consecutive to or concurrent with sentences for underlying child pornography offenses under existing Sections 11-207 and 11-208

Takes effect October 1, 2025
