Establishes a Commission to Study Health Insurance Pooling to examine combining health insurance purchasing across Maryland state government, counties, municipal corporations, and county boards of education

Commission membership includes 25+ members: state legislators, executive branch officials (Secretary of Budget and Management, Comptroller, Insurance Commissioner), representatives from local government associations, labor unions (AFSCME, SEIU, AFL-CIO, AFT), and Governor-appointed members including an insurance agent and health care advocates

Secretary of Budget and Management serves as chair, with the Department of Budget and Management providing staff support; members receive no compensation but may be reimbursed for travel expenses

Commission must analyze fiscal impacts and barriers to pooling implementation, then submit findings and legislative/regulatory recommendations to the Governor and General Assembly by December 1, 2026

Act takes effect July 1, 2025 and automatically sunsets on June 30, 2027
