Requires mandatory breath and blood testing for any person involved in a motor vehicle accident resulting in death or life-threatening injury to another person

Removes the current requirement that a police officer must have "reasonable grounds to believe" the driver was impaired before ordering testing

Requires both breath testing (for alcohol concentration) and blood testing (for alcohol, drugs, or controlled dangerous substances) rather than allowing either/or options

Provides civil liability protection for medical personnel who perform required tests, except in cases of gross negligence

Takes effect October 1, 2025
