District Court commissioners would be prohibited from issuing arrest warrants to private citizens filing applications for statement of charges

Only police officers (as defined in § 3-201 of the Public Safety Article) or State's Attorneys would be eligible to receive arrest warrants from commissioners

Private citizens could still file applications for statement of charges and receive summonses, but not arrest warrants

Existing requirements for arrest warrant issuance remain unchanged: probable cause, plus factors such as defendant failing to respond to summons, unknown whereabouts, custody for another offense, or posing a danger
