Establishes a mandatory population ratio quota for Class A and Class D off-sale alcoholic beverage licenses in Anne Arundel County, prohibiting the Board from issuing new licenses if the ratio exceeds one license per 3,500 individuals in a tax assessment district

Requires assessment districts to be determined using the official "Tax Assessment Districts, 2005" map adopted by the County Council, with population figures based on the latest federal census or Anne Arundel County Office of Planning and Zoning estimates

Exempts licenses issued on or before July 1, 2025 from the quota restrictions for transfers and renewals, and fully exempts the 6th Tax Assessment District and Class 5 brewery license holders applying for on-site consumption permits

Prohibits the Board from approving transfers of Class A or Class D off-sale licenses to locations outside the assessment district where the license was located on July 1, 2025 (or where originally issued for newer licenses)

Takes effect July 1, 2025 and automatically sunsets on December 31, 2028 without further legislative action
