Establishes a 5-member Howard County Board of Education Compensation Commission, appointed by the County Executive and confirmed by the County Council, with initial appointments due by January 1, 2026

Allows board member salaries to be set through legislation based on Commission recommendations, as an alternative to the current fixed compensation of $18,000 annually for the chair and $16,000 for other members

Requires the Commission to issue salary reports to the County Council by September 1, 2026, and every 4 years thereafter, considering factors such as responsibilities, comparable jurisdictions, and workload

Expires current terms of district-elected board members on December 4, 2028, and at-large members on December 7, 2026, with the Act taking effect July 1, 2025
