Maryland Department of Health must prepare literature on firearm safety, firearm training, suicide prevention, mental health awareness, and conflict resolution, then distribute it to all county health departments

County health departments must distribute the literature to all establishments selling firearms or ammunition within their jurisdiction

Firearms and ammunition retailers must display the literature visibly at point of sale and provide it to every purchaser

First violation carries a civil penalty up to $500; second or subsequent violations carry penalties up to $1,000, with fines paid to the issuing county
