Repeals Section 11-108 of the Maryland Courts and Judicial Proceedings Article, which currently caps noneconomic damages in personal injury and wrongful death civil actions

Eliminates the existing cap structure that started at $350,000 for causes of action arising after July 1, 1986, increased to $500,000 after October 1, 1994, and has risen by $15,000 annually since October 1, 1995

Removes the 150% cap multiplier that applied to wrongful death cases with multiple claimants or beneficiaries

Applies only prospectively to causes of action arising on or after the effective date, with no retroactive application

Takes effect October 1, 2025
