Expands Overdose Response Program training requirements to emphasize restoration of breathing, avoiding withdrawal, and compassionate post-overdose support and care when administering reversal drugs

Restricts Opioid Restitution Fund expenditures to purposes specified in settlement agreements and judgments from State claims against opioid manufacturers and industry

Adds two new authorized uses for the Fund: addressing racial disparities and addressing socioeconomic disparities in access to prevention, harm reduction, treatment, and recovery support services

Removes several previously specified Fund uses including crisis beds, safe stations, mobile crisis response, behavioral health crisis hotline, school education campaigns, and law enforcement expenses

Takes effect July 1, 2025
