County superintendents must allow dependent children of military service members relocating to Maryland on military orders to advance enroll in public schools before establishing residency in the county

Service members must provide military orders showing they will be stationed in Maryland during the current or following school year; county superintendents must establish free remote registration processes that do not require in-person appearances

Local school systems must coordinate with parents and sending state school districts to prevent delays in transferring children with disabilities who are receiving special education services

Advance-enrolled students may remain enrolled through the highest grade level at their school (subject to case-by-case review) and must have access to all academic courses, extracurricular activities, and athletic and social programs for which they qualify

The Secretary of Veterans and Military Families must publish and maintain information on advance enrollment procedures and available assistance services for military families, including those with children with disabilities
