Creates a new felony for distributing heroin, fentanyl, or their chemical analogues when use results in death or serious bodily injury, punishable by up to 20 years imprisonment in addition to existing drug distribution penalties

Sentences must run consecutively (not concurrently) with any other sentences imposed under other laws

Applies to all persons in the distribution chain, even if the drugs were transferred multiple times before reaching the victim or were mixed with other substances

Excludes from the definition of "distribute" the sharing of drugs without payment or exchange of goods/services

Provides immunity from prosecution for individuals who in good faith seek, provide, or assist with medical assistance for someone experiencing an overdose
