Establishes a 3-year pilot program (October 1, 2025 through September 30, 2028) authorizing Montgomery County and Prince George's County to use automated camera systems to detect and cite drivers using wireless devices, texting, or holding handheld phones while operating a vehicle

Citations are mailed to the registered vehicle owner with a maximum civil penalty of $40, and violations do not result in points on driving records, do not appear on driving history, and cannot affect motor vehicle insurance rates

Counties must obtain local governing body approval, publish camera locations on their website, install warning signage, and wait at least 15 days after signage installation before issuing citations at new locations

Recorded images must show the driver (with face blurred) committing the violation, include two time-stamped images with a stationary reference object, and display a legible license plate number

Counties must report to the Governor and General Assembly by December 1, 2027 on the program's effectiveness in improving public safety, using data collected through October 1, 2027
